LUGAS limit: €1,000 a month across all providers

The LUGAS limit is a monthly deposit limit that applies jointly across every gambling provider licensed in Germany. Under § 6c(1) of the State Treaty on Gambling 2021 (GlüStV 2021), every player sets an individual, cross-provider limit when opening an account, and as a rule it may not exceed €1,000 a month (gesetze-bayern.de, as of 06.10.2026). Without a limit, a player cannot take part at all. According to the FAQ of the Joint Gambling Authority of the German states (GGL), LUGAS itself is the cross-state supervisory system made up of a limit file and an activity file.

What LUGAS counts and what it does not

LUGAS records deposits, not winnings and not withdrawals. According to the GGL FAQ on LUGAS (as of 06.10.2026), the data is stored in pseudonymised form.

Because only deposits count, LUGAS does not cap how much a player can cash out. A casino withdrawal follows its own route, processing time and limits per payment method and provider, none of which depend on the monthly LUGAS ceiling.

Besides the limit file, LUGAS keeps an activity file. Under § 6h GlüStV 2021, playing with several providers at the same time is prohibited; anyone who switches provider waits five minutes before activity with the new provider is released (gesetze-bayern.de, as of 06.10.2026). In addition, § 6c(2) requires providers to offer their own daily, weekly or monthly stake, deposit and loss limits. These apply only at that provider and may be lower than the LUGAS limit.

LUGAS is not a self-exclusion system. Player bans run through OASIS, which is managed by the Darmstadt Regional Council. A ban excludes a player from gambling altogether, while the LUGAS limit only caps the amount deposited. Under § 8a GlüStV 2021, a self-exclusion lasts at least three months.

LUGAS and Paysafecard

Deposits made with Paysafecard also count towards the LUGAS limit at a licensed provider. The limit applies to the total of all deposits in a month, whether players pay by card, e-wallet or prepaid credit or prefer depositing by bank transfer.

Two further rules apply to prepaid payments. Under § 6b(4) GlüStV 2021, anonymous means of payment are not permitted for remote gambling; deposits and withdrawals go through a payment account in the player's name. Under § 16(6) of the German Anti-Money Laundering Act (GwG), the holder of a prepaid or e-money instrument, such as a Paysafecard account, must be the same person as the holder of the player account (gesetze-im-internet.de, as of 07.10.2026). § 16(4) GwG provides for deposits by direct debit, bank transfer or payment card from the player's own account and names an exception for no more than €25 per transaction and €100 per calendar month.

How high the limit of a Paysafecard itself is depends on the issuer's product; our sources contain no figure for it. All 5 casinos covered here list Paysafecard as a deposit method according to casino.guru and AskGamblers, but only Rolling Slots and AmunRa list it for withdrawals. LUGAS contact

For questions about one's own limit, the customer service of the provider where one is registered is an obvious first point of contact. The legal provisions we examined do not set out in detail how a later change is requested.

The GGL has supervised online gambling since 1 July 2021 (§ 27a GlüStV 2021). According to its complaints page, it accepts reports about irregularities at licensed providers, unlicensed gambling, advertising and suspected money laundering. According to the same page, it is not responsible for civil claims such as paying out balances, for data protection or for player bans (as of 06.10.2026).

Bans are handled by the Darmstadt Regional Council through OASIS, where players can apply for a ban, its lifting or information on an existing ban. Anyone looking for support with their own gambling can, according to the GGL, get free advice from the BIÖG on 0800 1 37 27 00. In a concrete dispute with a provider, a consumer advice centre or a lawyer is the right point of contact.

Increasing the limit

An increase above €1,000 a month comes with additional conditions. According to the GGL FAQ on deposit limits and maximum stakes (as of 06.10.2026), a raised limit of up to €10,000 a month requires inconspicuous gambling behaviour and documented financial capacity; a self-declaration by the player is not enough. A limit above €10,000 and up to €30,000 may be granted to no more than 1 % of a provider's active players.

The increase does not take effect right away: under § 6c GlüStV 2021 it only applies after a protection period of seven days. A reduction, on the other hand, applies without any waiting period.

Limit looks wrong or is not working

If a deposit is declined although the limit does not seem to have been reached, one of these rules is usually the reason:

  • Failed payments also count towards the limit, according to the GGL FAQ on LUGAS.
  • According to the GGL, the limit only resets on the first of the month, not 30 days after the first deposit.
  • Deposits with other licensed providers in the same month are counted as well.
  • A requested increase is still within the seven-day protection period.
  • A provider's own limit under § 6c(2) GlüStV 2021 is lower than the LUGAS limit.
  • The player is still marked as active with another provider; under § 6h, a five-minute waiting period applies when switching.

If a discrepancy remains after that, the provider's customer service can explain the balance. Under § 6d GlüStV 2021, players must be able to view their deposits, withdrawals and limits for the last twelve months at any time; this overview is the basis for any clarification. Irregularities at a licensed provider can be reported to the GGL.

LUGAS at casinos without a German licence
